There are literally dozens of great starter racquets available depending upon how much you want to spend and the player's personal preference. It's difficult to make a recommendation without speaking to the player in person, but the best course of action is to have the player demo some racquets on the court so that he or she can get a feel for what they like. Before making an investment in a racquet, I always encourage customers to take advantage of the demo program. The Wilson Blade Lite BLX 100 is not a bad racquet to start your search with.
